Job summary

Jacobs is seeking an SOAR+E Lead to provide strategic leadership for siting, outreach, ROW acquisition, and environmental permitting for a major eastern U.S. transmission program.

You will collaborate with engineering, project controls, construction, and land services to deliver safe, reliable transmission solutions for a premier utility client. The role requires a strong lifecycle understanding, exceptional leadership, and the ability to build trusted client relationships while pursuing growth

Qualifications

• Bachelor’s degree must be in environmental science, planning, engineering, land management, natural resources, public administration, or related field.
• 15+ years of experience in major infrastructure programs, preferably electrical transmission or utility projects.
• Demonstrated leadership with multidisciplinary teams and complex portfolios.
• Experience overseeing siting, stakeholder engagement, ROW acquisition, and environmental permitting/compliance.

Responsibilities

• Provide executive-level leadership for siting, outreach, ROW, and environmental functions for a large transmission portfolio.
• Lead integration across disciplines to ensure end-to-end delivery of transmission projects.
• Serve as a key member of the program leadership team with engineering, PM, construction, and utility stakeholders.
• Establish strategies and best practices to support successful project execution.
• Identify risks and opportunities and maintain schedules, budgets, and quality objectives.
• Travel to client offices, project sites, and industry events as needed.
