Job summary

Baltimore City Public Schools seeks a senior procurement leader to oversee the operation of formal bidding and complex procurements for schools and offices. The role requires high-level experience, collaboration with senior administrators, and guidance to purchasing staff.

The incumbent will prepare solicitations, chair evaluation committees, and ensure compliance with laws and board regulations while managing contracts in Oracle and reporting to the Director of Procurement.

Qualifications

• Bachelor's degree in business administration or a related field.
• Certification in CPM, CPCM, CPPB, CPPO, CPP, NIGP-CPP, or other purchasing/supply chain certs.
• Minimum six years' purchasing experience.
• Knowledge of procurement policies, regulations, bids, contracts, and disputes.
• Excellent written and oral communication skills.

Responsibilities

• Issue and administer large/complex procurements for City Schools (goods, services, contracts).
• Prepare solicitations (IFB/RFP) and other procurement methods.
• Draft scopes of work and publish required notices.
• Conduct pre-bid meetings and supplier presentations.
• Chair the RFP evaluation committee and manage bid to contract award.
• Prepare award recommendations for the Board of School Commissioners.
• Review purchase requisitions and ensure compliance with laws and policies.
• Train departments and end-users on procurement procedures.
• Manage contract lifecycle in Oracle databases and track approvals, dates and expenditures.
• Represent Procurement Services at committees and workgroups.
• Prepare procurement documentation and correspondence with vendors and legal counsel.
