Job summary

U.S. Pacific Fleet is seeking a seasoned security leader to oversee all personnel, physical, and cyber security for NAWDC's collateral secret, SAPs, and IJSTO. You will engage with foreign guests and staff on security matters and guide investigative requirements.

The role requires deep DoD/Navy security policy knowledge, including NISPOM, ICDs, JAFAN, and Fleet SAP operations; you will develop policies, train personnel, budget cyber resources, and maintain SAP accountability.

Qualifications

• Expert-level knowledge of Fleet Special Access Programs and the processes and organizations responsible for their oversight.
• Significant Navy operational experience and broad base of military knowledge in the four functional areas of security.
• Experience with SAP Foreign Access Requests and National Disclosure Policy (NDP-1).

Responsibilities

• Formulate and recommend personnel security investigative requirements.
• Advise on personnel, information, industrial, and foreign disclosure security policies and related matters.
• Develop guidelines, procedures and other security related materials for use by operating officials.
• Develop, direct, and monitor policy and procedures to ensure SAP and SCI programs comply with legislation and higher commands.
• Exercise technical and administrative supervision over the SAP Program and integrate SAP into fleet planning, training, exercises, and operations.
• Oversee planning, development, coordination and implementation of security policies throughout the command.
• Oversee management of personnel security requirements for SAP, including briefings and debriefings.
• Provide operational coordination for developmental and operational testing of SAP capabilities for NAWDC units.
• Plan and budget for cybersecurity resources and ensure policy compliance.
