Job summary

ORC is seeking a Program Manager in the Management department to oversee a portfolio of right-of-way projects. You will direct project managers, manage budgets and schedules, and serve as the main client contact to ensure long-term relationships.

This full-time, remote-eligible role requires strong leadership, organization, and communication skills, with minimal travel and a focus on delivering high-quality outcomes for infrastructure programs.

Qualifications

• 8+ years of right-of-way experience with leadership across multiple projects or programs.
• Experience directing project managers or large delivery teams.
• Proficient with MS Office Suite — Excel, Word, and Outlook.
• Must have a smartphone to access ORC systems and a valid driver’s license.

Responsibilities

• Direct a program of related utility right-of-way projects — aligning scope, schedules, budgets, and standards across the portfolio.
• Guide and support Project Managers, balancing resources and priorities across projects.
• Serve as the primary point of contact for clients, maintaining frequent communication and building long-term relationships.
• Own program-level reporting, forecasting, and financial performance.
• Establish and enforce consistent delivery standards, tools, and processes.
• Manage program risks and escalations before they reach the client.
• Partner with leadership on staffing plans and growth for the program.
