Job summary

Qualifications

Responsibilities

  • Maintain budget, expense and revenue tracking for participating agencies in the OMNY intra-city program.
  • Process DCAS budget mod increases/decreases and monthly expenditure charges.
  • Update and credit revenue to DCAS; prepare LOI submissions when funding exceeds agency requests.
  • Coordinate budget reporting with OCP and provide projection updates for OMB.
  • Assist with intra-city program budget mod changes and journal entries as needed.
  • Track budget, revenue and expenses for intra-city, state and other programs.
  • Support financial management and reporting tasks across assignments.

Reporting to the Deputy Director of Revenue, the Revenue Budget Analyst, will be responsible for overseeing the OMNY Program intra-city revenue and expenses in the new centralized process. The Analyst will ensure that agency agreements are recorded and executed by both parties, and that funding is approved by OMB to allow OMNY orders to be processed. In addition, the selected candidate will establish and track OMNY funds database to ensure that new LOI’s are submitted by the agency if initial funding exceeds the agency’s requested OMNY orders.

The List Of Responsibilities Include
  • Maintains budget, expense and revenue tracking for each agency that participates in the OMNY intra-city program.
  • Processes the DCAS side of budget mod increases and takedowns initiated by participating agencies.
  • Processes monthly IETCs that charge agencies for their monthly expenditure and credit revenue to DCAS.
  • Communicate with the Office of Citywide Procurement (OCP) to provide regular budget reporting and required mods by agency.
  • Communicate with OCP to obtain projection updates needed for various OMB exercises.
  • Assist with the DCAS side of budget mod increases and decreases for various intra-city programs.
  • Assist with journal entries for OMNY and other intra-city programs as needed.
  • Assist with budget, revenue and expense tracking of various intra-city, state and other-categorical programs as needed.
ASSOCIATE STAFF ANALYST - 12627
Minimum Qualifications
  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full‑time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or
  • A baccalaureate degree from an accredited college and three years of satisfactory full‑time professional experience in the areas described in "1" above.
  • An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full‑time professional experience as described in “1” above.
  • A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full‑time professional experience as described in “1” above.
  • A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.

  • Excel Experience - Minimum 2-5 years of finance background and experience in financial systems. - Working knowledge of accounts receivable. - Working knowledge of surplus/deficits and projection estimates - FMS2 and FMS3 experience preferred. - Great written and oral communication skills. - Great team-work and collaboration skills.

New York City residency is generally required within 90 days of appointment.
