Job summary

TAP Engineering LLC seeks a Research Program Manager to lead cutting-edge research and engineering in quantum computing, advanced computing, additive manufacturing, and more. You will be the primary TAP contact for government customers and oversee a distributed portfolio of research programs.

You will coordinate resources, manage funding and schedules, and ensure compliance with regulatory requirements while preparing executive-level briefings.

Qualifications

• Active TS/SCI clearance with polygraph.
• 10+ years leading technical programs valued at $10M+ annually.
• 1+ year managing funds/resources using Earned Value Management (EVM).
• PM certification (PMP, FAC-P/PM Mid-Level, or DAWIA Level II).
• Strong knowledge of FAR/DFARS/DoD 5000 series and ICD 801 policies.
• Excellent leadership, communication, and organizational skills.

Responsibilities

• Allocate and manage program resources including staffing, facilities, materials, and funding.
• Lead recruitment, onboarding, and training for program personnel.
• Develop, monitor, and report earned value, estimate to complete, and funding utilization metrics.
• Review and manage the Integrated Program Baseline and resource-loaded schedules.
• Identify, track, and mitigate risks and issues impacting program execution.
• Prepare and present program status reports, technical documentation, and executive briefings.
• Ensure compliance with all contractual, regulatory, and administrative requirements.
• Coordinate logistics for meetings, workshops, and conferences.
