Job summary

City of Richmond is seeking a Senior Research & Policy Analyst within the Department of Public Utilities to lead advanced data research and inform policy decisions. You will collect and analyze data, generate reports, and develop evidence-based recommendations for senior leadership.

The role requires 5–7 years of experience in policy analysis, strong quantitative/qualitative methods, and the ability to manage complex projects and communicate findings to executives.

Qualifications

• Bachelor's degree in Public Policy, Political Science, Economics, Social Sciences, or a related field.
• 5–7 years of experience in research, policy analysis, strategic planning, project management, or a related field.
• Equivalent combination of training and experience may be used to meet minimum qualifications.

Responsibilities

• Conduct quantitative and qualitative research on department issues.
• Design and implement surveys, interviews, focus groups, and other data collection methods.
• Analyze data and translate findings into insights and recommendations.
• Prepare reports, dashboards, and high-level presentations.
• Lead complex research and policy initiatives, with autonomy.
