ERM is seeking a Project Manager and Senior Biologist to lead environmental permitting and project execution for renewable energy initiatives in the Pacific Northwest, including solar, BESS, wind, and transmission. You will manage scopes, budgets, schedules, and client communications, coordinating with state and federal agencies to ensure NEPA/SEPA compliance and high-quality deliverables.

Qualifications

  • Bachelor's or Master's degree in environmental science, biology, natural resources, anthropology, or related discipline, or 8 years of equivalent experience.
  • 4+ years of experience managing environmental permitting, land use planning, or infrastructure development projects.
  • Experience preparing land use permit applications and supporting local government approvals.
  • Project management experience covering scope, budgets, schedules, resource planning, client communications, and commercial performance.
  • Strong client management, business development, proposal preparation, and relationship-building skills.
  • Technical writing, communication, and client management skills.
  • Experience coordinating multidisciplinary project teams and regulatory agencies.
  • Experience supporting permitting and land use approvals for utility-scale solar, BESS, wind, transmission, or major infrastructure projects.

Responsibilities

  • Serve as Project Manager and Senior Biologist for renewable energy permitting and environmental review projects
  • Lead projects involving utility-scale solar, battery energy storage systems (BESS), wind energy, transmission, and related infrastructure
  • Manage projects through Oregon EFSC, Washington EFSEC, county, and municipal permitting processes
  • Lead project execution from proposal development through regulatory approvals
  • Manage project scope, schedules, budgets, resources, and deliverables
  • Direct task delegation, interdisciplinary team coordination, subcontractor management, quality assurance/quality control, health and safety compliance, and commercial performance
  • Identify project risks and permitting challenges and develop practical solutions
  • Serve as primary contact for clients, regulatory agencies, and project stakeholders
  • Ensure technical deliverables meet client, regulatory, and ERM quality standards
  • Coordinate biologists, wetland scientists, archaeologists, visual resources specialists, and other technical experts
  • Build client relationships and support growth of ERM's renewable energy practice in the Pacific Northwest
  • Develop wetland, waters, and habitat survey and mitigation strategies
  • Coordinate with state and federal resource agencies
  • Develop Oregon and Washington wetland and waters permit applications, including State Removal-Fill and Section 404 permitting
  • Support permitting under NEPA, SEPA, the Clean Water Act, the Endangered Species Act, and related regulatory programs
