Job summary

The Louisiana Department of Insurance is seeking a qualified attorney to serve as an Attorney 4 in the Office of Legal Services, Regulatory Section. This role provides specialized legal guidance and representation on pharmacy benefit manager matters, including regulatory enforcement and complex litigation.

Candidates must hold a Louisiana law license with three years practicing attorney experience, and have a strong background in legal research and regulatory compliance.

Qualifications

• Possession of a current Louisiana license to practice law plus three years of experience as a practicing attorney.
• Experience in complex legal research, regulatory compliance, and administrative, regulatory, or civil litigation.

Responsibilities

• Provide legal counsel to PBM Enforcement Division and Consumer Services on complex regulatory matters.
• Research and interpret federal/state laws and jurisprudence affecting PBMs, including ERISA and related regulations.
• Review regulatory audit activities and prepare opinions on compliance and enforcement actions.
• Draft legal opinions, regulations, directives, advisory letters, memoranda, pleadings, and other legal documents.
• Represent the Department in administrative proceedings, enforcement actions, and state/federal litigation.
• Investigate issues, prepare litigation documents, and assist with trial preparation.
• Monitor legislation, regulatory developments, and judicial decisions impacting insurance industry.
• Consult with insurance companies, healthcare providers, government agencies, consumers, and stakeholders.
• Perform special projects and other related legal duties supporting the Department's mission.
