Job summary

ActioNet, Inc. is seeking a Regional Project Manager to lead and scale regional Telecommunications projects in support of U.S. Navy installation infrastructure.

You will oversee planning, deployment, operations, and lifecycle modernization across multiple installations, delivering mission-critical services with strong governance and stakeholder engagement. In this role, you’ll bridge engineering, operations, and leadership, drive OSP, fiber and IP networking initiatives, and ensure compliance

Qualifications

• 15+ years leading telecommunications utility infrastructure and network engineering initiatives (OSP, cabling, optical/IP)
• 10+ years managing technical teams, supervisors, and managers
• Proven experience delivering large-scale, multi-site telecom projects across planning, acquisition, implementation, modernization, operations and sustainment
• Strong understanding of engineering principles, infrastructure standards, lifecycle management, QA/QC, and safety compliance
• Ability to bridge engineering, infrastructure, operations, and business requirements for mission-critical services
• Experience managing operations, maintenance, outage restoration, and infrastructure modernization programs
• Capability to manage multiple concurrent, high-stakes projects with government/military environments
• Executive presence to influence senior leaders, customers, and technical teams
• Knowledge of federal laws, DoD/Navy standards, and cybersecurity compliance practices

Responsibilities

• Lead the execution and scaling of regional Telecommunications projects for U.S. Navy installations.
• Oversee planning, engineering, deployment, operations, and lifecycle modernization across multiple sites.
• Engage Navy leadership, installation teams, and industry partners to align with mission objectives.
• Translate business goals into governance frameworks, roles, and accountability.
• Drive regional modernization (OSP, fiber, IP networking) to meet performance and security targets.
• Direct sustainment, outage restoration, and service delivery across regional facilities.
• Ensure compliance with federal, FCC, DoD, and Navy standards and QA/QC processes.
• Lead deployment of a government-controlled Operational Digital Twin (ODT) for asset visibility and decision-making.
