ActioNet, Inc. is seeking a Regional Project Manager in Washington, DC to lead regional Telecommunications Utility and Grid projects for U.S. Navy installations.

You will oversee planning, engineering, deployment, and sustainment across multiple sites, ensuring security, resiliency, and mission assurance. The role requires 15+ years in telecom infrastructure, strong leadership, governance, and stakeholder management, coupled with a proven track record in complex government programs and ODT

Qualifications

• 15+ years of experience leading telecommunications utility infrastructure and network engineering initiatives.
• 10+ years managing technical teams and multi-site programs.
• Proven ability to deliver large-scale regional telecom projects across multiple installations.
• Strong understanding of telecom engineering principles, lifecycle management, QA/QC, and safety compliance.
• Ability to bridge engineering, operational, and business requirements for mission-critical services.

Responsibilities

• Lead the execution and scaling of regional Telecommunications Utility and Grid projects.
• Oversee planning, engineering, deployment, operations, maintenance, and modernization across multiple installations.
• Provide executive-level leadership and stakeholder engagement with Navy leadership, installation organizations, and industry partners.
• Implement governance frameworks and clear accountability across regional programs.
• Lead modernization projects involving OSP, fiber, routing, and telecom utility systems.
• Direct sustainment and operational projects including outage restoration and service delivery.
• Ensure compliance with federal laws, FCC regulations, DoD instructions, and QA/QC processes.
• Deploy and integrate a government-controlled Operational Digital Twin (ODT) across the region.
