Job summary

ActioNet, Inc. is seeking a Regional Project Manager to lead and scale extensive regional telecommunications projects supporting U.S. Navy infrastructure. You will drive multi-site planning, engineering, deployment, and operations, aligning with strategic modernization goals.

Ideal candidates bring 15+ years in telecom infrastructure, 10+ years in technical leadership, and a strong ability to bridge engineering, operations, and executive priorities while enforcing governance and safety standards.

Qualifications

• 15+ years leading telecommunications utility infrastructure and network engineering initiatives.
• 10+ years managing technical teams and managers in complex programs.
• Proven experience delivering multi-site telecom projects through lifecycle phases.
• Strong understanding of engineering principles, standards, lifecycle management, QA/QC, and safety.

Responsibilities

• Lead execution and scaling of regional telecom projects across multiple Navy installations.
• Oversee planning, engineering, deployment, operations, maintenance, and modernization efforts.
• Engage executives and stakeholders across Navy leadership, installation organizations, and partners.
• Implement governance frameworks, define roles, and ensure accountability across regional programs.
• Drive regional modernization including OSP, fiber, routing/switching, and telecom utility systems.
• Direct sustainment projects including break/fix, outages, service delivery, and power integration.
• Ensure compliance with laws, FCC/DoD/Navy standards, safety, QA/QC, risk management, and asset management.
• Lead deployment of a government-controlled Operational Digital Twin (ODT) for visibility and decision making.
