Job summary

Housing Authority of the City of Los Angeles is seeking a Development Officer to manage HACLA’s real estate portfolio, lead due diligence, secure financing, and coordinate with city, HUD and regulatory bodies on large redevelopment projects.

The role supervises a development team, directs closings, and ensures projects meet budgets, schedules, and entitlements, with duties spanning acquisition, rehabilitation, and long‑term asset management.

Qualifications

  • Bachelor’s Degree in a related field and six years of experience in public housing, affordable housing, or real estate redevelopment; including at least three years of senior management experience.
  • Experience sourcing, structuring, and negotiating real estate transactions, preferably with affordable housing subsidies, tax credits, and tax-exempt bonds.
  • Advanced management experience in reviewing, creating, preparing, and modeling real property financing including pro formas, budgets, and cash flows; Excel proficiency.

Responsibilities

  • Oversee complex real estate projects including acquisitions, development, and rehabilitation programs and operations; major public infrastructure projects; and mixed use, mixed income development from inception to operations.
  • Lead and coordinate real estate and financial closings and project conversions, ensuring lender, investor and public agency requirements are met.
  • Prepare scopes of work, RFPs/RFQs, procurement documents, and oversee reviews of proposals and related contracts to manage schedules and budgets.
