Prosper Portland seeks a Real Estate and Community Development Officer to manage catalytic redevelopment projects and drive complex public-private initiatives in Portland. You will lead deals across the full lifecycle, balancing risk, community benefits, and financial feasibility.

Qualifications

• Eight years of progressively responsible experience in project management, urban or economic development, real estate development or finance, public-private development, or complex community development initiatives.
• An associate’s, bachelor’s, or master’s degree in a related field may substitute for up to one year of experience.

Responsibilities

• Leads complex real estate and development finance transactions and manage the full project lifecycle from early planning through transaction closing and completion.
• Structures capital stacks using public and private resources; recommends assistance levels, terms, security, and risk mitigations.
• Provides recommendations on investment strategy and financial structuring of real estate projects and sources funding.
• Monitors investment performance and crafts investment strategies across real estate assets.
• Prepares staff reports, budget plans, and presentations for agency leadership and decision-makers.
• Oversees cross-departmental coordination with legal, finance, procurement, construction, asset management, and communications teams.
