Job summary

UL Research Institutes and UL Standards & Engagement seeks a Senior Real Estate Planning & Development Program Manager to lead the capital program governance and controls across complex real estate projects in our Columbia, MD or Washington, DC offices. You will drive planning, schedules, cost models, risk registers, and stakeholder alignment.

Responsibilities include managing staff and external partners, establishing governance processes, and delivering scalable program outcomes through PMIS

Qualifications

• Bachelor’s degree in real estate, architecture, engineering, construction management, business administration, or related field.
• Minimum of 8 years of experience in real estate development/capital project delivery/capital program management, including at least 4 years in people leadership.
• Experience with large multi-stakeholder capital programs exceeding $100M in value.
• Experience developing program controls from the ground up (master schedules, cost models, risk registers, reporting dashboards).
• Experience working with scientific research, academic or research institutions, and mission-driven organizations is desired.

Responsibilities

• Lead planning and governance for the capital program lifecycle, translating objectives into program requirements and implementation strategies.
• Manage program staff, consultants, designers, advisors, and delivery partners to meet objectives and quality standards.
• Develop and maintain program controls: integrated master schedules, cost models, dashboards, and status reporting.
• Administer governance processes: charters, escalation protocols, phase-gate reviews, decision logs, risk escalation.
• Facilitate cross-functional coordination among internal stakeholders and external partners to ensure alignment and timely decisions.
• Oversee PMIS implementation and document control workflows to support scalable delivery.
• Monitor multiple workstreams for scope, schedule, cost, and risk to ensure alignment with Owner’s Requirements.
• Lead or contribute to related real estate and cross-functional initiatives as needed.
