Job summary

OCTA seeks an Operations Analyst Principal to provide high‑level oversight of Rail Transportation Services. You will lead contracts, regulatory reporting, performance analytics and business process improvements to ensure safe, efficient rail operations.

This exempt role mentors staff, develops reporting databases, dashboards, and supports budget planning while coordinating with internal and external stakeholders.

Qualifications

• Bachelor’s degree in a related field or equivalent experience.
• Minimum seven years of professional admin/analytical transit experience.
• Strong experience in contract administration and regulatory reporting.
• Expertise in performance analytics, database management, and dashboard development.
• Demonstrated ability to resolve complex operational challenges and mentor staff.

Responsibilities

• Lead contract administration and oversight for rail transportation services and third-party agreements.
• Participate in procurements and administer resulting contracts, including invoice verification.
• Serve as technical lead for rail operations analytics and contract strategy.
• Develop and maintain dashboards and diagnostic tools to improve contractor performance.
• Design and implement business process improvements across rail operations.
• Manage National Transit Database reporting and monitor transit trends.
• Support annual budget development through cost projections and financial analysis.
