Job description

Who we are

For more than 70 years, NATO's mission has been to preserve peace and security in the Alliance for nearly one billion citizens. The NATO Communications and Information Agency (NCI Agency) and its predecessors have worked tirelessly to provide the capabilities that enable the connectedness and togetherness that keep our Alliance strong.

We are the NCI Agency: a team of 3,000 civilian and military staff in 29 locations across Europe, North America and Asia. Our technology and cyber experts enable NATO to conduct critical operations, protect NATO's airspace, make data-driven decisions, defend against cyber‑attacks, secure NATO networks and maintain superiority in space.

Our greatest strength is our people. When you join the NCI Agency, you will become part of an organisation where you can contribute authentically to NATO's mission and help us maintain our technological edge.

About the job

Based in Brussels, Belgium, you will join the Chief Quality Office, which acts as the NCI Agency's Quality Assurance and Quality Control authority. The Chief Quality Office provides the policies, directives, processes, procedures and tools used across the Agency and is responsible for the NCI Agency's Quality Management System and Risk Management Framework.

We are looking for a driven and experienced Senior Quality Manager to support Agency‑wide quality management, quality planning and quality audits. You will help ensure that the NCI Agency's Quality Management System is aligned with international standards, maintained effectively, and continuously improved to deliver customer and staff benefits.

Responsibilities
  • Lead and support the development, implementation and continual improvement of the Agency‑wide Quality Management System.
  • Ensure compliance with relevant national and international quality standards, including ISO 9001 where applicable.
  • Plan, organise and conduct quality audits across the NCI Agency, presenting findings, risks and recommendations to management.
  • Analyse process data, audit results and performance information to identify improvement opportunities.
  • Lead quality improvement initiatives, corrective actions, root‑cause analysis and process optimisation activities.
  • Support the development of quality policies, procedures, guidance, dashboards and reports for senior management.
  • Provide guidance to staff and stakeholders on Quality Management System and process tool requirements.
  • Work closely with Quality Focal Points and internal stakeholders to ensure quality practices are embedded across the organisation.
Qualifications
  • Minimum of a Bachelor's degree from a nationally recognised/certified university in a related discipline and at least 3 years of post‑related experience. Exceptionally, lack of a university degree may be compensated by at least 10 years of extensive and progressive experience relevant to the post.
  • Experience implementing and maintaining a Quality Management System framework in line with international standards, such as ISO 9001.
  • Experience developing and executing long‑term quality strategies aligned with business objectives.
  • Experience conducting internal and external quality audits.
  • Proven practical experience in quality management, quality assurance and quality control.
  • Experience developing and implementing standards, policies, procedures and guidance.
  • Experience with modern quality and risk management tools and techniques.
  • Experience defining, monitoring and measuring processes and KPIs.
  • Experience developing dashboards and reporting for senior management.
  • Strong communication skills, including the ability to brief large audiences clearly and confidently.
  • Fluency in English, both written and spoken.
Desirable qualifications
  • Six Sigma Green Belt certification.
  • Experience with Microsoft SharePoint administration, customisation, content management, site pages, lists and libraries.
Benefits
  • Genuinely meaningful work as part of the most successful alliance in history.
  • 5‑year contract with a competitive tax‑free salary and household and children's allowances.
  • Privileges for expatriate staff, including expatriation and education allowances where appropriate, and additional home leave.
  • Excellent private health insurance scheme.
  • Generous annual leave of 30 days plus official holidays.
