Job summary

Gateway Development Commission (GDC) seeks a seasoned Quality Assurance Officer to lead program-level quality for the Hudson Tunnel Project. The role oversees QA/QC, special inspections, OVO, testing, non-conformance, and documentation across partners and contractors to ensure contract and regulatory compliance.

The position requires a PE or equivalent certification, 10+ years in quality management, and strong leadership of complex infrastructure programs in the NY/NJ region.

Qualifications

• Bachelor’s degree in Engineering, Construction Management, Quality Management, or related discipline.
• 10+ years in Quality Management, QA/QC, or construction management.
• 7+ years in a Senior Quality Management or program leadership role.
• Professional certification (PE, CQA, CMQ/OE) preferred.
• Proven experience leading programmatic quality for major transportation infra projects.

Responsibilities

• Lead the Programmatic Quality Management program and develop the Program Quality Management Plan.
• Ensure compliance with federal, FTA, regulatory, contractual quality requirements.
• Exercise owner quality authority and enforce QA/QC obligations across partners and contractors.
• Provide independent Owner Verification Oversight (OVO) for applicable delivery models.
• Oversee integration of QA, QC, Special Inspections, testing, and documentation.
• Manage design and construction lifecycle quality, traceability, and changes.
• Establish Non-Conformance and Corrective Action processes and closures.
• Maintain quality documentation and supplier/material traceability.
