Job summary

City of Seattle's Human Services Department seeks a Principal Accountant to lead fiscal reviews, monitor sub-recipients, and strengthen internal controls. Qualifications

• Bachelor's degree in Accounting, Business Administration or related field (requires satisfactory completion of at least 24 semester hours or 36 quarter credit units in accounting).
• Four years professional experience in accounting, auditing, financial analysis, or related work with one year at Senior Accountant level or equivalent.
• OR a combination of education and/or training and/or experience providing equivalent background.

Responsibilities

• Conduct comprehensive fiscal and operational reviews of HSD-funded agencies to ensure compliance with contractual obligations, accounting standards, and regulatory requirements.
• Lead sensitive assignments, including investigations and whistleblower cases alleging potential fraud.
• Implement proactive fraud detection and monitoring measures, including data analytics and anomaly identification; escalate concerns through protocols.
• Perform investigative fact-finding interviews as needed.
• Analyze agency audits, financial statements, and IRS Form 990 filings; identify discrepancies and recommend corrective actions.
• Review financial statements and budgets during RFP/RFI processes to evaluate financial health and risk.
• Develop risk assessment frameworks and KPIs to prioritize monitoring; support audits and provide SME guidance on controls and compliance.
