Job description

The Prince George’s County Department of Public Works & Transportation (DPW&T) is seeking a Senior Executive. DPW&T is responsible for nearly 2,000 miles of County-maintained roadways that range from rural to urban classifications. A transportation infrastructure that includes 900 bridges, as well as shoulders, sidewalks, curbs/gutters, stormwater management facilities, driveway aprons and nearly 3,000 acres of grassy area is maintained by staff of the Department. DPW&T’s workforce keeps the County’s various services moving by performing myriad activities, including snow and ice removal from County-maintained roadways, upgrading traffic signals, installing streetlights, clearing fallen trees, unclogging drainage inlets, and maintaining stormwater management facilities, as well as performing roadway repairs ranging from potholes and sidewalk trip hazards to bridge repairs and resurfacing projects and everything in

The County seeks a leader with outstanding management and leadership skills, including the ability to collaborate, relate and communicate effectively to a broad range of people both internally and in the community. A demonstrated commitment to staff development and involvement, with intentional focus on developing future leadership for the department and County, is paramount. The Senior Executive will possess exceptional aptitude to anticipate and solve problems, identify alternative courses of action, and prepare and deliver proactive recommendations.

The Senior Executive is responsible for the overall leadership and oversight of the department, providing counsel, motivation, and constructive performance feedback to all assigned staff in support of the mission and strategic goals of DPW&T. This leader will also provide technical guidance and oversight on all public works projects and programs, including regional transportation planning, engineering design, street maintenance, gravel roads, stormwater management, public right-of-way, traffic engineering and maintenance, construction inspection, and special projects. In addition, the Senior Executive:

  • Represents the County in negotiations with other agencies, utilities, groups and individuals on a wide variety of issues pertinent to public works
  • Oversees all financial aspects of the department, including preparing annual budget requests and reviewing compensation and fringe benefits annually
  • Establishes, in accordance with County policy, appropriate service and staffing levels and monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures
  • Develops and retains highly competent, customer service-oriented staff
  • Maintains effective relations with other governmental officials, community leaders, citizens, news media representatives, etc. Applies a comprehensive understanding of public works operations to strategic planning, complex problem solving, and diverse service delivery, and
  • Demonstrates a strong commitment to addressing the needs of diverse and underserved communities.

The ideal candidate will have a bachelor’s degree and at least seven (7) years of progressively responsible public works experience including at least seven (7) years of experience at the supervisory and management level in public works. Excellent writing, verbal, human relations, leadership and management skills are required. In addition, this position requires broad-based financial management/budgeting skills to manage the cost containment and conduct the financial projections of a complex operating budget.
