Job summary

The Office of Public Counsel seeks a Chief Legislative (Public Utilities) Analyst to evaluate complex utility cases and guide policy impacts for Florida's 18 million customers. You will develop multidisciplinary expertise across accounting, finance, economics, and engineering to support regulatory strategies and settlement outcomes.

Responsibilities include analyzing filings, drafting technical questions for depositions, mentoring junior staff, and coordinating with attorneys to prepare

Qualifications

• Demonstrate ability to assimilate and analyze complex information in public utilities regulation.
• Display growing mastery of accounting, finance, tax regulation, contracts, engineering, and corporate management.
• Review and assess findings from Audit Reports and official audit workpapers.
• Review and effectively integrate complex documents into case preparation.
• Apply state and federal laws and rules to cases.
• Use analytical reasoning to anticipate challenges and craft solutions.
• Communicate effectively verbally and in writing.

Responsibilities

• Lead regulatory change efforts to promote positive outcomes for customers.
• Provide in-depth analyses of complex utility filings and explain findings clearly.
• Draft technical questions for depositions and support expert witnesses.
• Mentor junior analysts and attorneys in a collaborative setting.
• Prepare memoranda to guide industry staff toward well-supported outcomes.
• Coordinate with in-house staff and outside witnesses for hearings and trials.
