Job summary

The State of Florida’s Office of Public Counsel seeks a Chief Legislative (Public Utilities) Analyst to evaluate complex utility cases and provide technical guidance to promote affordable rates for Florida’s customers. This role requires mastery across accounting, finance, economics, engineering and public utility regulation.

You will work with a multidisciplinary team, prepare memoranda, briefs and recommendations, and mentor junior staff while upholding ethics and transparency in state

Qualifications

• Bachelor’s degree and six years of relevant professional experience.
• Ability to assimilate complex regulatory information and communicate findings.
• Experience with public utility regulation and policy analysis.
• Strong written and verbal communication and leadership skills.

Responsibilities

• Lead analyses of utility filings and provide technical guidance.
• Prepare detailed memoranda, briefs, and recommendations.
• Mentor junior analysts and collaborate with attorneys.
• Support litigation and regulatory strategy to promote affordable rates.
