Job summary

The Kentucky Energy & Environment Cabinet (EEC) invites applications for a Purchasing Agent II in Franklin County. The position oversees procurement operations, audits complex contracts, and ensures compliance with the Kentucky Model Procurement Code.

Qualifications

Bachelor's degree required.
Five years of purchasing experience required.
Substitution rules allow CPPB/CPP or CPPO/CGMS certifications to substitute for education.
Experience with public procurement laws, regulations, and contract administration is preferred.

Responsibilities

Monitor procurement activities for conformance with the Kentucky Model Procurement Code (KRS Chapter 45A) and applicable laws.
Provide technical guidance and training on procurement processes.
Perform strategic procurement planning and monitor contract spending and performance.
Establish, review, and monitor complex personal service contracts with requestors to develop specs and requirements.
Prepare RFPs and lead evaluation committees to negotiate terms and contract awards.
