Job summary

South Carolina Office of Resilience is seeking a seasoned Procurement Manager to advise agency leaders on strategic sourcing and procurement policies. The role coordinates with Admin Procurement Services and the Office of the State Engineer to ensure compliant and cost-effective purchases.

Responsibilities include managing the procurement tracking system, leading agency procurements, and guiding stakeholders through competitive bidding, market research, and contract administration.

Qualifications

• A Bachelor's degree and experience in procurement and contracts.
• Ability to identify and analyze factors related to the awarding of contracts.
• Ability to train end users and communicate effectively.
• Experience with procurement processes and state procurement procedures.
• Knowledge of SC Procurement Code and OSE procedures.

Responsibilities

• Advise SCOR leaders on solicitation requests for goods/services at best value.
• Maintain the agency procurement tracking system and shopping carts in SCEIS.
• Lead agency procurements and ensure compliance with procurement codes.
• Coordinate sole source or emergency selection methods as needed.
• Assist in bid openings, evaluations, and award recommendations.
• Serve as liaison between SCOR, Admin Procurement, and OSE.
