Job summary

OPA is seeking a Procurement Manager to lead UK public procurement activities for our Finnart OFD project and related sites. This remote-friendly role involves contract administration, supplier management, and ensuring value for money under the Public Procurement Regulations 2023.

The successful candidate will have 5+ years in senior public procurement, MCIPS or equivalent, and strong IT and stakeholder skills. Some UK travel may be required.

Qualifications

• You should hold MCIPS, GCF ADC commercial qualification, or equivalent.
• Minimum 5 years in a senior public procurement role with regulated industry exposure.
• Strong understanding of Public Procurement Regulations 2023 and contract terms.

Responsibilities

• Prepare commercial reports and manage future project pipelines.
• Escalate critical issues to senior management.
• Conduct supplier research for best value, delivery schedules, safety, and quality.
• Support staff with procurement activities and Tender Site navigation as SME.
• Create Vendor files with Credit Checks as needed.
• Raise purchase orders and chase delivery of goods/services.
• Monitor supplier/contractor performance and maintain records.
• Resolve quality issues within the supply base.
• Contribute to purchasing strategy, policies and procedures.
• Produce management information.
• Assist in scoping tender documents and manage end-to-end tendering.
• Evaluate bids and make recommendations on commercial/technical criteria.
• Draft contracts; negotiate terms and awards.
