Job summary

Oasys is seeking a Proposal Manager to oversee the technical formulation of large opportunities and to lead proposal development from pre-proposal planning through final production and lessons learned.

You will guide cross‑functional teams, write proposals, review RFPs/RFIs, and ensure on‑time delivery while aligning with strategic business objectives. This role requires federal contracting experience and excellence in communication.

Qualifications

• Requires a Bachelor's degree and 5 years as a Proposal Manager in a fast-paced, deadline-driven environment for federal support services.
• Experience supporting the proposal development process and providing technical and management solutions.
• Strong knowledge of developing proposals for major IDIQ programs (e.g., OASIS, PACTS, JETS).
• Proposal writing experience for government contracts and experience with Shipley methodology.

Responsibilities

• The full life cycle of proposal development, including planning, scheduling, and managing competitive proposals; take end-to-end ownership.
• Analyzing RFP requirements; creating the proposal schedule, outline, and compliance matrix; manage diverse teams.
• Serve as a writer, editor, and/or reviewer when not managing a proposal.
• Work with Solution Architects and Capture Manager to develop and articulate technical, management, and phase-in solutions.
• Plan and lead storyboard, kickoff, and review meetings; develop strategic win themes and discriminators.
