Job summary

Oasys International LLC is seeking a Proposal Manager to lead the end-to-end development of high‑impact federal proposals. You will guide technical staff, writers, and subject matter experts, ensuring compliant, compelling submissions that align with client requirements and evaluation criteria.

Responsibilities include coordinating pre-proposal planning, creating color schedules, and delivering robust technical and management volumes while meeting tight deadlines.

Qualifications

• Bachelor's degree required.
• 5+ years as a Proposal Manager in fast-paced federal proposals.
• 5+ years implementing/documenting formal capture and proposal processes.
• Experience with government contract proposals and IDIQ like OASIS, PACTS, JETS.
• APMP membership preferred.

Responsibilities

• Oversee full lifecycle of proposal development from planning to delivery.
• Analyze RFPs and develop schedules, outlines, and compliance matrices.
• Write, edit, or review proposal content; guide writers and SMEs.
• Collaborate with Solution Architects and Capture Manager on solutions.
• Lead storyboarding, kickoff, and review meetings; develop win themes.
