Overview

Intelligent Waves is seeking a Senior Proposal Manager to lead and manage the development of compelling, compliant, and winning proposals in support of federal and defense sector opportunities. This role involves collaboration with Business Developers, Solution Architects, Operations, Contracts & Pricing, and SMEs to ensure high-quality proposal submissions from inception to delivery.

You will provide project management, content management, and content generation skills, navigating a dynamic environment and managing overlapping priorities. Responsibilities include crafting technical narratives, building pricing strategies, and collaborating with stakeholders to close deals.

Intelligent Waves delivers mission-focused technology solutions in cybersecurity, data science, enterprise networks & systems engineering, software development, and cognitive human performance, serving federal agencies including the Department of Defense since 2006.

Location: This can be a remote role, with travel to Reston, VA expected roughly once a month for client meetings.

Travel: Up to 10% travel, reimbursed per IW policy and regulations.

Adherence to all customer site protocols is mandatory.

Responsibilities:

1. Lead full lifecycle proposal development for federal defense and national security opportunities.
2. Develop and manage proposal schedules, compliance matrices, and content plans.
3. Facilitate color team reviews and enforce proposal best practices.
4. Collaborate to shape win themes, discriminators, and value propositions.
5. Manage proposal teams including writers, designers, and subcontractors.
6. Ensure timely, compliant submission of proposals.
7. Support personnel resourcing, team development, and strategic planning.
8. Partner with stakeholders on pursuit and capture strategies.
9. Lead process improvements and brief leadership on proposal status and strategy.

Qualifications:

1. 8+ years’ experience with US Federal Government solicitations.
2. Proven success in managing and winning federal proposals.
3. Experience building proposal processes from scratch.
4. Strong communication and relationship-building skills.
5. Excellent writing skills for large, complex documents.
6. Ability to work across disciplines including engineering, contracts, marketing, and finance.
