Qualifications

• Bachelor's degree; 8 years of proposal development or BD experience.
• Experience with DoD/Federal civilian proposals preferred.
• Ability to manage multiple bids and deadlines.
• Strong verbal and written communication.
• Knowledge of Shipley proposal process preferred.
• U.S. government security clearance capable.

Responsibilities

• Lead and manage corporate proposal efforts.
• Guide and oversee the proposal development process from Pre-RFP to post RFP and final delivery.
• Interpret technical/management requirements of Federal solicitations (e.g., RFPs, RFQs, RFS, RFIs).
• Develop proposal schedules, compliance matrices, kickoff materials, and steer technical sessions.
• Ensure a cohesive articulation of win strategy, technical solutions, themes, discriminators, compliance, and requirements throughout final proposal documents.
• Facilitate comprehensive proposal reviews, providing ongoing recommendations to ensure compliance and proposal scoring.
• Supervise the creation of impactful artwork and graphics for proposals while collaborating with cross-functional teams, executives, stakeholders, and subject matter experts.
• Proactively communicate with proposal and business unit leadership to ensure resource availability for a successful proposal submission.
• Manage multiple proposal tasks within tight deadlines, ensuring quality and accuracy.
• Develop key proposal sections as necessary, including management plans, staffing and resumes, corporate experience, and past performance.
• Coordinate proposal activities with bid partners.
• Operate as key member of a high performing team. This is a full-time, salaried, exempt position in Chesapeake, VA with potential for hybrid work 25%
