Boston Government Services, LLC (BGS) seeks a Project Monitor III to support DOE Workforce Development efforts on-site in Washington, DC. The PM III will manage awards, ensure compliance with regulations, and drive outcomes across multiple programs with diverse recipients.

Ideal candidates bring end-to-end program design experience, leadership in federal grants, and the ability to coordinate across partners, employers, and stakeholders in a high-regulation environment.

Qualifications

  • Bachelor or BA in engineering, business, environmental sciences, or related discipline.
  • Eight years of relevant experience; Master’s may substitute for two years.
  • Stand up workforce development or training programs end to end.
  • Experience with DOE, DOE- or DOL-related workforce programs or similar.
  • Leadership in problem-solving and managing Federal grants.
  • U.S. citizenship and ability to obtain/maintain security clearance.
  • Residency in the Washington, DC area with onsite work two to three days weekly.

Responsibilities

  • Manage Energy Workforce Development awards; monitor progress, ensure compliance and milestones.
  • Evaluate recipient program designs for scalability and timeline.
  • Advise recipients on program launch sequencing, engagement, and enrollment targets.
  • Assess enrollment, completion, credentialing, and placement outcomes against milestones.
  • Monitor project scope, schedule, and budget; ensure completeness and consistency.
  • Review reports, deliverables, and performance data for accuracy.
  • Recommend actions on scope, schedule, or budget adjustments; ensure compliance.
  • Monitor obligations and cost sharing; identify burn rate and performance concerns.
  • Provide senior support on complex recipient issues; coordinate cross-team input.
  • Support consistent program implementation across diverse recipient bases.
  • Identify recurring recipient needs and shape guidance and templates.
  • Draft and maintain program guidance and internal SOPs.
