Qualifications

  • Bachelor’s Degree in Sustainability, Project Management, Energy Management, Electrical Engineering, or a related discipline.
  • Minimum 5 years of project management, design, or construction experience related to electric vehicle charging projects, electrical infrastructure, or related field.
  • Strong understanding of electrical systems, zero emission vehicles, EV charging infrastructure, or utility coordination.
  • Master’s degree in electrical engineering.
  • Professional Engineer (PE) or Project Management Professional (PMP) certification.
  • Experience with zero-emission vehicle deployment, EV charging infrastructure deployment, alternative fuels, load management systems and/or battery storage.
  • Experience reviewing electrical drawings, specifications, and engineering submittals with knowledge of the National Electrical Code (NEC), EV charging standards, utility interconnection processes, and electrical permitting.
  • Familiarity with federal, state, and local ZEV policies, grants, incentives, and sustainability programs.
  • Experience working on projects through planning, design, construction, and commissioning.
  • Strong interpersonal skills and ability to work with diverse stakeholders including facility staff, external stakeholders, other contractors, and executive leadership.
  • Excellent written and oral communication skills, including the ability to make concisely present information to a variety of audiences.

Responsibilities

  • Technical Oversight for EV charging infrastructure projects with focus on sustainability goals and codes/standards.
  • Review electrical designs, construction documents, equipment specifications, and engineering submittals.
  • Collaborate with project teams to evaluate electrical capacity, service upgrades, load management, and interconnection requirements.
  • Conduct site assessments to determine charger quantities, locations, feasibility, and operations impact.
  • Support pilot programs and deployments including workplace charging, fleet electrification, battery storage, and load management.

About the Role

The Port Authority is committed to the transition of electric vehicles (EVs) and other Zero Emission vehicles as part of its 2050 Net Zero goal. The Office of Sustainability (OS) leads the Port Authority’s sustainability policy, target-setting, reporting, and program level strategy, including the Agency’s Net Zero greenhouse gas reduction target by 2050 for all emissions. To achieve the goals the Agency is deploying major capital to electrify 100% of light duty vehicles by 2028 and 50% of medium and heavy-duty vehicles by 2035. This position will play an instrumental role in helping the Agency achieve its climate action ambitions by providing technical and project management support for programs and projects that directly reduce Agency greenhouse gas emissions.

The position will primarily focus on the zero-emission vehicle and charging infrastructure program, however, may be asked to work on other sustainability areas. The role involves providing programmatic support to advance zero emission vehicle adoption, while tracking and vetting innovations, technological and regulatory developments in the zero-emission vehicle and sustainability space to determine applications within Port Authority business lines, and implementing change management efforts, as needed.
This position will report to Senior Program Manager, Zero Emission Vehicles, Office of Sustainability.

Responsibilities
  • Technical Support
    • Provide technical oversight for EV charging infrastructure projects, ensuring compliance with PANYNJ sustainability goals as well as applicable best practices, codes, and standards,
    • Review electrical designs, construction documents, equipment specifications, and engineering submittals.
    • Collaborate with project teams to evaluate electrical capacity, service upgrades, load management strategies, and interconnection requirements.
    • Conduct site assessments to determine charger quantities, optimal locations, electrical feasibility, and operational impacts.
    • Support pilot programs and emerging technology deployments, including workplace charging, mobile charging, fleet electrification, battery storage, load management, and other innovative energy solutions.
  • Project Development and Tracking
    • Facilitate project status meetings, obtain updates, and ensure sustainability project objectives are achieved.
    • Track and report on project milestones, deliverables, changes, scope creep, budget impacts throughout the project lifecycle.
    • As needed, review electrical project scopes, engineering designs, construction documents, equipment specifications, and technical submittals.
    • Complete studies to determine EV charging infrastructure requirements, including charger quantities, equipment selection, and optimal locations for future charger deployment.
  • Program Administration
    • Monitor and synthesize ZEV policy, market, incentive, electrical infrastructure, and technology developments to inform project planning and decision-making.
    • Identify and pursue relevant grants for zero-emission vehicles and charging infrastructure.
    • Develop presentations and other materials for internal briefings.
    • Develop and implement policies to advance the zero emission vehicle program.
    • Manage contracts and pursue authorizations to advance the ZEV program.

The Port Authority of New York and New Jersey anticipates that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors.

The expected compensation range for this role is: Minimum: $106,392 Midpoint: $138,297 Maximum: $170,222

In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week. In person collaboration is essential to how the Port Authority conducts business, and regular in-office days or team collaboration days may be required on business needs.
