Senior Project Manager, Public Works & Local Infrastructure, Phoenix, AZ

Halff has an opening for a Civil Engineer with an Arizona PE License to serve as Project Manager on our growing Public Works & Local Infrastructure team based in Phoenix, AZ. The ideal candidate will bring at least 12 years of experience in public works, municipal roadway, drainage, detention, water/wastewater utility design, and utilities design. This Senior Project Manager will manage design and construction for a wide range of public and private infrastructure projects, including roadways, drainage systems, water and wastewater pipelines, civil site work, land development improvements, and public parks and trails facilities.

What you will do

• Manage and oversee the design and construction of infrastructure projects for the Public Works & Local Infrastructure practice.
• Leverage strong design and project management experience while working with local entities.
• Provide autonomy in managing professional engineers, engineers-in-training, and CAD designers.
• Plan and produce design outputs, supervise technical staff, and coordinate workshare opportunities across practices and offices at Halff.
• Participate actively in professional organizations that benefit the Public Works Industry.
• Build a network of municipal clients and teaming partners.
• Develop and manage project scope, personnel, budgets, schedules, and collaborate with clients and stakeholders.
• Coordinate with consultant teams and manage design staff workloads, including Engineers, EITSs, and other technical staff.
• Report on project progress, budgets, and status to leadership.
• Support business development activities with the Public Works & Local Infrastructure Team Leader and Operations Managers.

What you will need

• Bachelor's or master's degree in civil engineering or an ABET‑accredited equivalent engineering degree.
• Professional Engineer (P.E.) license in Arizona.
• At least 12 years of experience in public works, municipal roadway, drainage, detention, water/wastewater utility design, and/or utilities design.
• Strong technical writing and communication skills.
• Experience in developing project scopes, professional services fee structures, and staffing projections.
• Experience producing winning project proposals as lead professional / project manager.
• Demonstrated ability to train and mentor staff.
• Proficiency in project management, administration, and supervision.
• Team‑oriented work style across multiple offices and disciplines.
• Positive, self‑directed attitude.
• AutoCAD Civil 3D experience preferred.
