Job description

Lume Consulting Group is seeking a Senior Project Manager consultant to support oversight and coordination of Stage 3 and Stage 4 activities within the California Project Approval Lifecycle (PAL).

This role will operate during Stage 3 (Solution Development) and Stage 4 (Project Readiness and Approval) of California’s PAL. In Stage 3, the focus is on defining detailed solution requirements, developing procurement strategies (e.g., RFPs), and ensuring alignment with business and technical needs. Stage 4 centers on finalizing contracts, establishing implementation baselines (cost, schedule, resources), and ensuring the project is fully prepared for execution.

The Senior Project Manager will play a critical role in developing detailed solution requirements and user stories, validating that business needs are addressed, and participating in Business Process Reengineering (BPR) and Joint Application Development (JAD) sessions. The consultant will also assist in preparing a Request for Proposal (RFP) for selecting a solution provider, ensuring a successful transition into implementation.

Qualifications

1. PMP certification
2. Minimum 7 years of project management experience, with 4 in a senior or lead role – preferred: 9 years of project management and 6 years as Senior Project Manager
3. 4 years’ experience working with government – 6 years preferred
4. 4 years of team building, knowledge transfer, and/or mentoring experience – 6 years preferred
5. 4 years of consulting experience on projects worth at least $5M – 7 years preferred
6. Experience as a lead on an Agile-based project using Agile tools, e.g., JIRA or equivalent technologies
