Job summary

JLL is seeking a Senior Project Manager to lead the owner’s representative function on a large federal development program in the Virginia Beach area. You will oversee schedule, budget, and quality, review change orders, and coordinate with the vendor’s management staff across construction phases.

This role requires direct NAVFAC/DoD experience, multi-family development background, and the ability to brief military leadership at high levels. Onsite five days/week in Virginia Beach is expected.

Qualifications

• Bachelor’s degree in Construction Management, Engineering, Architecture, or a related field.
• Minimum 7 years of construction project management experience, including ground-up construction.
• Direct NAVFAC project experience or extensive Department of Defense construction background.
• Multi-family residential development experience in a developer or owner’s representative role.
• Demonstrated experience managing vendors on programs of comparable scale.
• Change order review and approval experience on complex construction contracts.
• Ability to brief and interact with military leadership at the base command level and above.
• Willingness to work onsite in the Virginia Beach area five days per week.

Preferred Qualifications

• PMP certification.
• Master’s degree in a related field.
• Prior experience with Public-Private Venture (PPV) military housing programs or student housing privatization initiatives.
• Team leadership experience with direct reports.
• DoD SkillBridge or Military Transition Program (MTP) participants with relevant senior project management experience are encouraged to apply.
