Job summary

The City of Fort Lauderdale's Capital Projects Department seeks a Senior Project Manager to oversee complex design and construction programs, ensuring on-time delivery within budget and in accordance with standards. You will supervise a team of architects, engineers, PMs, and inspectors and coordinate with stakeholders on RFPs and contract awards.

The role requires a Bachelor's degree in CM/Engineering, 5–7 years PM experience, and PMP certification.

Qualifications

  • Bachelor's degree in Construction Management, Architecture, Civil Engineering, or related field.
  • 5–7 years of experience as a project manager in construction management, engineering, or transportation/projects.
  • Veterans’ preference documents may be required to meet eligibility.

Responsibilities

  • Lead complex architectural and civil projects from design through construction.
  • Supervise architects, engineers, PMs, and inspectors to meet budget and schedule.
  • Review RFPs/RFQs and bid documents for compliance with codes and policies.
  • Develop and manage department budgets and monitor project costs.
  • Coordinate purchasing and ensure design/construction standards compliance.

Job description

The Capital Projects Department seeks a Senior Project Manager.

Under broad direction from supervisor, the employee performs complex assignments through the practical application of engineering principles, agency regulations and independent judgment in assuring that activities meet high standards of service and are performed with a maximum effective use of resources; and that assignments are accomplished in accordance with appropriate technical standards and are consistent with City policy directives. Supervises a team of architects, engineers, project managers and inspectors to ensure projects are completed within budget and on schedule. Manages projects as assigned, performs project management duties in addition to senior project manager responsibilities.

This job classification is included within the bargaining unit represented by Federation of Public Employees - Supervisory and therefore is subject to the terms and conditions of the collective Bargaining Agreement between the city of Fort Lauderdale and Federation of Public employees - Supervisory.

This is a Management Category II which includes eight (8) additional management vacation days and a vehicle allowance of $340/month.

  • Recruits and hires staff, prepares organization charts, establishes goals, expectations and responsibilities
  • Establishes and implements quality control measures and process improvements
  • Supervises the work of assigned staff; delegates and reviews work assignments; conducts performance evaluations; recommends disciplinary actions; applies codes and policy provisions of the City
  • Provides guidance to staff on policies and the application of federal, state and local regulations applicable to architectural and engineering design in the City, ensures implementation of the City's engineering standard details and specifications
  • Reviews and oversees the preparation of Requests for Proposals (RFP), Requests for Qualifications (RFQ), and other bidding documents for a variety of services and resources in compliance with municipal, state, and federal code requirements
  • Reviews and oversees analysis, evaluation, and recommendation for award of contract; prepares projects for bid, including reviewing of plans, specifications, and estimates
  • Identifies and utilizes available resources to ensure that design, construction and inspection work is performed on schedule and in accordance with federal, state and local regulations and specifications
  • Reviews and oversees the development and/or approval of selection packages; participates in the selection of architects, engineers, and contractors; negotiates contracts with service providers
  • Develops and oversees applicable budgets for the department, division, and capital improvement projects; monitors actual project costs to ensure project expenditures are within the approved budget
  • Manages complex architectural design projects and facility remodeling logistics; manages the planning and development of overall project scope; makes recommendations for project management throughout all phases of design and construction
  • Provides technical information and guidance on municipal projects; resolves project related issues
  • Prepares required municipal, state, and federal reports for various construction projects; prepares reports, memorandums, and related correspondence pertaining to contract and regulatory compliance
  • Coordinates and approves related purchasing functions
  • Ensures compliance with design and construction standards and regulatory requirements related to City projects
  • Performs project management duties as necessary
  • Performs related work as required
MINIMUM JOB REQUIREMENTS:
  1. Bachelor's Degree in Construction Management, Architecture, Civil Engineering, or related field
  2. Five (5) to seven (7) years of experience as a project manager in construction management, engineering, and/or transportation and mobility project implementation.
  3. Additional qualifying experience or completion of coursework at an accredited college or university in a job-related field, may substitute on a year-for-year basis for the required experience or education
  4. PREFERRED QUALIFICATIONS:
  • Registered Architect, or Professional Engineer registered in the State of Florida or registered in another state
  • Project Management Professional (PMP) experienced in managing design and construction projects
