Job summary

NYC Department of Housing Preservation & Development is seeking a Senior Project Manager to oversee complex, mixed-use housing developments funded by tax-exempt bonds, LIHTC, and city loans. The role involves underwriting loans, coordinating with external partners, and guiding projects from predevelopment through construction and workouts.

The ideal candidate has a strong background in real estate finance, excellent communication skills, and experience with government housing programs.

Qualifications

• Bachelor’s degree in a field related to housing development, finance, or public administration.
• Master’s degree in Urban Planning, Real Estate Finance, Real Estate Development, Public Administration or related field is preferred.

Responsibilities

• Reviewing and analyzing project proposals and budgets.
• Performing financial analysis and underwriting.
• Managing a portfolio of HPD projects from predevelopment to construction and workouts.
• Negotiating business terms to advance HPD goals.
• Liaising with developers, banks, and government agencies to coordinate funding and compliance.
• Coordinating CEQR and NEPA environmental reviews and ULURP applications.
• Supporting RFP/RFQ processes with financial modeling and feasibility review.
• Preparing and circulating project documents and correspondence.
• Monitoring progress and troubleshooting construction issues.
• Assisting with rent-up or asset management tasks.
