Job summary

On-Board Engineering Corp. is seeking an experienced Senior Project Manager to lead the planning, execution, and delivery of capital projects for chemical, petrochemical, refining, and other industrial facilities.

You will manage projects from scope development through commissioning, ensuring safety, budget adherence, and schedule performance. The ideal candidate has deep engineering knowledge, proven PM leadership of multidisciplinary teams, and a track record delivering complex capital

Qualifications

  • Bachelor's degree in Engineering (Chemical preferred) or related field.
  • 15+ years of project engineering and capital project management in heavy industrial environments.
  • Experience managing projects from scope through design, construction, startup, and closeout.
  • Strong budgeting, cost estimating, scheduling, forecasting, and project controls.
  • Experience leading cross-functional engineering and construction teams.
  • Working knowledge of OSHA PSM and MOC and industrial safety practices.
  • Experience managing contractors and consultants in operating facilities.

Responsibilities

  • Lead capital and expense projects from concept through commissioning and closeout.
  • Develop scopes, estimates, funding requests, schedules, and execution strategies.
  • Coordinate multidisciplinary teams across engineering, design, construction, maintenance, and contractors.
  • Manage budgets, forecasts, schedules, procurement activities, and overall project performance.
  • Coordinate detailed engineering, field execution, startup, and commissioning activities.
  • Ensure compliance with PSM, MOC, environmental, and safety requirements.
  • Prepare capital appropriation requests and project documentation.
  • Provide technical leadership for process improvements, equipment upgrades, and reliability initiatives.
  • Support equipment specification including pumps, heat exchangers, reactors, and piping systems.
  • Conduct risk assessments, PHAs, and constructability reviews as required.
  • Collaborate with plant operations, maintenance, engineering, vendors, and regulators.

Compensation: $85 - $105/hr depending on experience & qualifications

Position Summary

On-Board Engineering Corp. is seeking an experienced Senior Project Manager to lead the planning, execution, and delivery of capital projects supporting chemical, petrochemical, refining, and other industrial manufacturing facilities. In this role, you will manage projects from initial scope development and funding through engineering, procurement, construction, startup, and closeout while ensuring safe execution, budget adherence, and schedule performance. The ideal candidate combines strong engineering knowledge with proven project management experience, the ability to lead multidisciplinary teams, and a demonstrated history of delivering complex capital projects in Process Safety Management (PSM) environments.

We are open to candidates based in Delaware, New Jersey or Pennsylvania.

Key Responsibilities
  • Manage all phases of capital and expense projects from concept development through commissioning and project closeout.
  • Develop project scopes, cost estimates, funding requests, schedules, and execution strategies.
  • Lead multidisciplinary engineering, design, construction, maintenance, and contractor teams to successfully execute projects.
  • Manage project budgets, forecasts, schedules, procurement activities, and overall project performance.
  • Coordinate detailed engineering, construction activities, field execution, startup, and commissioning.
  • Ensure compliance with Process Safety Management (PSM), Management of Change (MOC), environmental, and safety requirements.
  • Prepare capital appropriation requests, business justifications, and project documentation.
  • Provide technical leadership for process improvements, equipment upgrades, plant expansions, and reliability initiatives.
  • Support equipment specification and selection, including pumps, heat exchangers, reactors, pressure vessels, tanks, piping systems, boilers, cooling systems, and process controls.
  • Conduct engineering reviews, risk assessments, Process Hazard Analyses (PHA), and constructability reviews as required.
  • Coordinate with plant operations, maintenance, engineering, contractors, vendors, and regulatory agencies throughout project execution.
  • Track project progress, resolve technical and construction issues, and provide regular status updates to plant and corporate leadership.
  • Identify opportunities to improve plant reliability, production capacity, safety performance, and operating efficiency.
Required Qualifications
  • Bachelor's degree in Engineering (Chemical Engineering preferred; Mechanical, Civil, or other relevant Engineering disciplines will also be considered).
  • 15+ years of project engineering and capital project management experience in chemical, petrochemical, refining, power generation, or other heavy industrial manufacturing environments.
  • Demonstrated experience managing projects from scope development through design, construction, startup, and closeout.
  • Strong understanding of capital budgeting, cost estimating, project scheduling, forecasting, and project controls.
  • Experience leading cross-functional engineering and construction teams.
  • Working knowledge of OSHA Process Safety Management (PSM), Management of Change (MOC), and industrial safety practices.
  • Experience managing contractors, engineering consultants, and construction activities in operating facilities.
  • Strong communication, leadership, problem-solving, and organizational skills.
Preferred Qualifications
  • Experience supporting PSM-regulated chemical manufacturing or petroleum refining facilities.
  • Experience facilitating or participating in Process Hazard Analyses (PHA), risk assessments, and root cause investigations.
  • Familiarity with AutoCAD, AspenTech process engineering software, SAP Project Systems, or other project management and engineering tools.
  • Six Sigma, Project Management Professional (PMP), or other project management or continuous improvement certifications.
  • Experience developing proposals, bid packages, contractor scopes of work, and capital appropriation requests.
  • Experience managing projects ranging from several hundred thousand dollars to multi-million-dollar capital programs.
  • Strong technical understanding of process equipment, piping systems, utilities, and industrial infrastructure.
