Job summary

Jobtailor in Houston, TX is seeking a seasoned Project Manager/Engineer to lead transmission and midstream oil and gas projects. You will develop project scopes, prepare cost estimates, and secure funding for sanctioned initiatives.

You will solicit design input, lead HAZOP reviews, manage procurement, review contractor documents, and ensure adherence to safety, environmental, and regulatory standards. Travel up to 25-30% is required.

Qualifications

  • Bachelor's degree in engineering or equivalent experience required.
  • 5–10 years post-degree experience in project management or engineering.
  • Experience with FERC and DOT transmission projects.
  • Experience in transmission/midstream oil and gas pipelines and facilities.
  • Knowledge of ANSI, ASME, API standards and 49 CFR 192/195 regulations.

Responsibilities

  • Collaborate with Commercial and Operations to develop project scopes and proposals.
  • Prepare cost estimates for project alternatives and funding documents.
  • Solicit design input and design facilities per codes and policies.
  • Lead HAZOP reviews to embed safety and operability in designs.
  • Manage procurement planning, contractor selection, bid evaluations, and contracts.
  • Review contractor documents and invoices, ensuring proper cost coding.
  • Coordinate with Land and Regulatory teams for rights-of-way and permits.
  • Work with Construction to implement plans and resource allocation.
  • Monitor schedule and budget, reporting deviations to stakeholders.
  • Manage change control for scope, cost, and schedule changes.
  • Support commissioning and turnover with operations/maintenance.
  • Ensure compliance with health, safety, environmental, and regulatory standards (PHMSA, OSHA, local).
  • Complete project close-out including as-built drawings and regulatory closure.

Job description

  • Collaborate with Commercial and Operations teams to develop project scopes for new opportunities and facility improvement proposals
  • Prepare cost estimates for project alternatives and develop funding authorization documents for sanctioned projects
  • Solicit design input from customers and internal stakeholders; design facilities in accordance with industry codes and company policies
  • Lead HAZOP reviews and ensure safety and operability are built into designs
  • Manage procurement planning, contractor selection, bid evaluations, and contract execution
  • Review and approve contractor documents and invoices, ensuring proper cost coding and documentation
  • Coordinate with Land and Regulatory teams to secure right-of-way, permits, and regulatory approvals
  • Work with Construction to develop implementation plans and allocate internal and external resources
  • Monitor project activities for adherence to schedule and budget
  • Prepare and distribute project progress reports and communicate material deviations to stakeholders
  • Manage scope, cost, and schedule changes through structured change control processes
  • Support commissioning and turnover with operations and maintenance teams
  • Ensure compliance with health, safety, environmental, and regulatory standards, including PHMSA, OSHA, and applicable local agencies
  • Complete project close-out activities, including as-built drawings, construction records, operations manual updates, and regulatory closure documentation
Requirements
  • Bachelor's Degree in Engineering (Civil, Chemical, Mechanical, or Electrical) preferred or equivalent experience
  • Minimum 5-10 years of relevant post-degree experience in project management or engineering
  • Experience with FERC and DOT transmission projects
  • Experience in transmission/midstream oil and gas, both pipeline and facilities
  • Solid understanding of construction methods, materials, and equipment used in pipelines and facility projects
  • Knowledge of facility engineering and construction principles and practices
  • Working knowledge of ANSI, ASME, API standards, and 49 CFR 192 / 195 regulations
  • Proficient in project cost estimating, forecasting, and cash flow planning
  • Strong organizational skills and ability to manage multiple concurrent projects
  • Excellent analytical, problem-solving, and team leadership abilities
  • Effective verbal and written communication skills
  • Proficient with Microsoft Office (Word, Excel, PowerPoint)
  • Willingness and ability to travel within the U.S. (up to 25-30%)
  • Must be capable of standing, walking, bending, reaching, and lifting heavy objects as required
  • Ability to work in remote and variable environmental conditions
  • Travel to project sites required based on project phase
