Job summary

Harvest Midstream in Houston, Texas seeks a Manager, Project Services to lead a scalable project controls organization supporting cost, schedule, forecasting, risk, and governance across the capital portfolio.

You will partner with Finance on budgeting and long-range planning, develop portfolio dashboards, and provide strategic guidance on controls practices to project managers and leadership while building a high-performing team.

Qualifications

• 15+ years of progressive experience in project controls, engineering, construction, capital project management, or related disciplines in oil and gas.
• Experience leading and maturing project controls programs, teams, systems, and processes in support of a growing capital program.
• Strong knowledge of cost control, forecasting, capital budgeting, scheduling, risk management, change management, and portfolio reporting.
• Direct experience with contract administration and the development, bid, and award stages of procurement.
• Excellent communication and interpersonal skills, with the ability to influence and lead through change.

Responsibilities

• Develop and lead a scalable project controls organization and program, including design, staffing, standards, and reporting.
• Lead schedule development, milestone planning, progress reporting, and schedule risk mitigation.
• Partner with Finance for budgeting, long-range planning, and forecast alignment.
• Develop and present portfolio dashboards, KPIs, analytics, and executive reporting.
• Serve as a strategic advisor to project managers and leadership on controls practices and issues.
