Job summary

Blackrock Strategy, Inc. in the National Capital Region seeks an experienced Project Analyst IV to provide analytical and technical advisory support to the Office of the Under Secretary of Defense for Research and Engineering, Prototypes and Experimentation.

The role focuses on rapid prototyping, capability assessments, and technology-transition initiatives for joint warfighter lethality. The ideal candidate has extensive DoD RDT&E and acquisition background, with senior government engagement,

Qualifications

• 15+ years in military and DoD contractor environments related to munitions, explosives or lethality.
• 5+ years in DoD RDT&E, S&T portfolio management, or SETA advisory activities.
• Experience developing SOWs, TEvals, and ICEs.
• Experience supporting senior DoD staff organizations (OSD/HQDA).
• Background in rapid prototyping, experimentation, and technology-transition.

Responsibilities

• Serve as senior analyst and technical advisor for lethality and weapons-effects activities.
• Provide portfolio-management support for rapid prototyping and experimentation.
• Develop SOWs, TEvals, and ICEs documentation.
• Coordinate test planning, data collection, and after-action reporting.
• Prepare executive briefings and analytical products for senior leadership.
• Engage across DoD, IC, labs, academia, and industry partners.
• Support transition planning to acquisition programs and programs of record.
