Blackrock Strategy, Inc. in the National Capital Region seeks an experienced Project Analyst IV to provide analytical and technical advisory support to the Office of the Under Secretary of Defense for Research and Engineering, Prototypes and Experimentation (OUSD(R&E) P&E).

Supporting the Future Fires Capability Director, this role contributes to rapid prototyping, capability assessments, experimentation, and technology‑transition initiatives, translating complex requirements into actionable

Qualifications

  • 15+ years of combined military and DoD contractor experience in munitions, energetics, or related lethality discipline.
  • 5+ years supporting DoD RDT&E, S&T portfolio management, or SETA advisory activities.
  • Experience developing SOWs, Technical Evaluations, and ICEs.
  • Experience supporting senior DoD staff organizations (OSD/HQDA).
  • Experience with rapid prototyping, experiments, capability assessments, or technology transition.

Responsibilities

  • Serve as a senior analyst and technical advisor for lethality, munitions, energetics, and weapons-effects activities within the OUSD(R&E) P&E portfolio.
  • Provide portfolio-management support for rapid prototyping and experimentation projects, including reviews and funding recommendations.
  • Develop and review acquisition and procurement documentation (SOWs, TE, ICEs).
  • Coordinate test planning, experiments, data collection, and after-action reporting.
  • Track cost, schedule, performance, risks, milestones, and deliverables across projects.
  • Develop executive briefings, analyses, and decision papers for senior leadership.
  • Coordinate with military Services, labs, academia, and industry partners on RDT&E investments.
  • Evaluate emerging technologies to inform investment and transition decisions.
  • Support transition planning to move prototypes into acquisition programs and operations.

Travel: Approximately 40% or more combined CONUS and OCONUS travel is expected in support of test events, technology demonstrations, experimentation activities, government engagements, and mission priorities.

Clearance: An active Top Secret security clearance with Sensitive Compartmented Information (TS/SCI) access is required.

Location Requirement: This position is primarily on-site supporting government offices within the National Capital Region. Candidatesmust reside within, or be willing to relocate to, the National Capital Region to support recurring on-site customer and mission requirements.

Position Overview

Blackrock Strategy is seeking an experienced Project Analyst IV to provide analytical and technical advisory support to the Office of the Under Secretary of Defense for Research and Engineering, Prototypes and Experimentation (OUSD(R&E) P&E).

Supporting the Future Fires Capability Director, this position contributes to rapid prototyping efforts, capability assessments, experimentation activities, and research and development initiatives focused on delivering advanced lethality and effects capabilities to the joint warfighter.

The Project Analyst works alongside government leadership, military Service stakeholders, government laboratories, academia, and industry partners to translate complex operational requirements into actionable research, development, test, and evaluation (RDT&E) recommendations. The position also supports portfolio investment decisions and the execution of high‑priority research, prototyping, experimentation, and technology‑transition initiatives.

The ideal candidate combines extensive operational expertise in munitions, explosives, energetics, weapons effects, or a related lethality discipline with demonstrated experience supporting Department of Defense RDT&E, science and technology portfolios, acquisition activities, and senior government decision-makers.

Primary Responsibilities
  • Serve as a senior analyst and technical advisor for lethality, munitions, energetics, and weapons‑effects activities within the OUSD(R&E) P&E portfolio.
  • Provide portfolio‑management support for rapid prototyping and experimentation projects, including proposal reviews, technical evaluations, threat analyses, and funding‑allocation recommendations.
  • Develop and review acquisition and procurement documentation, including Statements of Work (SOWs), Technical Evaluations, and Independent Cost Estimates (ICEs).
  • Coordinate test planning, experimentation events, data‑collection activities, and after‑action reporting supporting capability assessments and transition decisions.
  • Track cost, schedule, performance, risks, milestones, and deliverables across assigned projects and initiatives.
  • Develop executive briefings, technical analyses, decision papers, reports, and other analytical products for senior government leadership.
  • Facilitate stakeholder engagement across Department of Defense and Intelligence Community boards, councils, working groups, and other forums.
  • Coordinate with military Services, government laboratories, academia, industry partners, and other stakeholders to align science and technology investments with joint warfighter operational requirements.
  • Evaluate emerging technologies, prototype capabilities, and technical approaches to inform investment, experimentation, and transition decisions.
  • Support transition planning to move successful prototype capabilities into acquisition programs, programs of record, and operational use.
  • Provide analytical and technical recommendations supporting rapid prototyping, experimentation, capability development, and future lethality priorities.
  • Perform other duties in support of customer and organizational objectives as assigned.
Required Qualifications
  • 15+ years of combined military and Department of Defense contractor experience involving munitions, explosives, Explosive Ordnance Disposal (EOD), weapons effects, energetics, or a closely related lethality discipline.
  • 5+ years of experience supporting Department of Defense Research, Development, Test and Evaluation (RDT&E), Science and Technology (S&T) portfolio management, or Systems Engineering and Technical Assistance (SETA) advisory activities.
  • Demonstrated experience developing Statements of Work (SOWs), Technical Evaluations, and Independent Cost Estimates (ICEs).
  • Demonstrated experience supporting the Office of the Secretary of Defense (OSD), Headquarters Department of the Army (HQDA), or an equivalent senior Department of Defense staff organization.
  • Experience supporting rapid prototyping, experimentation, capability assessment, test and evaluation, or technology‑transition activities.
  • Strong understanding of Department of Defense acquisition, RDT&E, and Science and Technology environments.
  • Ability to evaluate complex technical, operational, programmatic, and threat information and develop actionable recommendations.
  • Experience preparing analytical products, technical briefings, decision papers, or similar materials for senior government leadership.
  • Strong analytical, technical‑writing, presentation, and verbal‑communication skills.
  • Ability to effectively engage and coordinate across military Services, government organizations, technical teams, laboratories, academia, and industry partners.
  • Ability to manage multiple priorities and projects within a high‑tempo national security environment.
  • Active Top Secret security clearance with SCI access.
  • U.S. Citizenship.
  • Ability to work on‑site within the National Capital Region.
  • Ability and willingness to travel approximately 40% or more, including CONUS and OCONUS travel, based on mission requirements.
Preferred Qualifications
  • Master EOD Technician qualification or an equivalent senior munitions, explosives, or lethality credential.
  • Master’s degree in a relevant technical, emergency management, national security, or related discipline.
  • Experience supporting rapid prototyping portfolios within OUSD(R&E), the Irregular Warfare Technical Support Directorate (IWTSD), or a similar Department of Defense organization.
  • Experience supporting lethality, munitions, energetics, weapons effects, or related advanced‑capability portfolios.
  • Background in Counter‑Improvised Explosive Device (C-IED) integration, asymmetric‑threat analysis, post‑blast investigation, or Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) risk reduction.
  • Experience supporting military experimentation or operational capability assessments.
  • Experience transitioning prototype capabilities into acquisition programs, programs of record, or operational use.
  • Experience developing technical or analytical recommendations supporting portfolio‑investment and funding decisions.
  • Experience engaging senior Department of Defense, Intelligence Community, or Congressional stakeholders.
  • Established relationships across the Department of Defense lethality, munitions, research and development, and experimentation communities.
