Job summary

Zohorecruit seeks an experienced Senior Program/Project Manager to lead two strategic capital initiatives: Site Master Planning (SMP) and Cogeneration (CHP) at a pharmaceutical/biologic facility in Puerto Rico. You will own the combined workload, coordinating workshops, A&E, contractor activities, budgets, permits, and progress reporting.

You will interface with Engineering, Operations, Quality, EHS, Facilities, Finance, and Procurement, and stand as the accountable lead for multi-workstream

Qualifications

• Bachelor’s degree in Engineering or a related technical field or equivalent experience.
• Proven PM services for pharmaceutical/biologic manufacturing facilities operating under cGMP.
• Direct experience leading site master planning engagements at industrial or life sciences campuses.
• Direct experience managing cogeneration/CHP or industrial power generation projects, including utility interconnection and permitting.
• Demonstrated ability to carry a combined, multi-workstream workload as a single accountable lead.
• Experience in Puerto Rico preferred — PREPA interconnection requirements, EQB permitting, and local labor/construction market.
• Relevant certifications (PMP, CCM, or equivalent).
• References from at least 3 comparable projects completed in the last 5 years, ideally referencing the same lead individual.

Responsibilities

• Serve as the single point of accountability for schedule, budget, risk, and stakeholder management across both SMP program and CHP project.
• Personally manage day-to-day coordination: workshops, A&E and contractor coordination, CAR/budget tracking, permitting follow-up, and progress reporting.
• Interface with Engineering, Operations, Quality, EHS, Facilities, Finance, and Procurement, as well as Corporate Engineering/EHS stakeholders.
• Flag and resolve conflicts between SMP and CHP workstreams (shared A&E capacity, overlapping utility tie-ins, site access/outage windows).
• Maintain a high, working-level understanding of both programs to represent either one to site and corporate leadership.
• Be on-site or have substantial on-site presence for the engagement duration.

We are seeking an experienced Senior Program / Project Manager to lead two strategic, interdependent capital initiatives who can personally own and manage the full combined workload of both the Site Master Planning (SMP) Program and the Cogeneration (CHP) Project at the same time.

Thisresource is expected to:

• Serve as the single point of accountability for schedule,budget, risk, and stakeholder management across both the SMP program and theCHP project simultaneously.
  
• Personally manage the day-to-day coordination workload ofboth initiatives — workshops, A&E and contractor coordination, CAR/budgettracking, permitting follow-up, and progress reporting — without requiring to manage twodisconnected work streams .
  
• Act as the direct, regular interface with Engineering,Operations, Quality, EHS, Facilities, Finance, and Procurement, as well asCorporate Engineering/EHS stakeholders.
  
• Proactively flag and resolve conflicts or resourcecontention between the SMP and CHP work-streams (e.g., shared A&E capacity,overlapping utility tie-ins, shared site access/outage windows).
  
• Maintain a consistently high, working-level understandingof both programs at all times, sufficient to represent either one directly to the site and corporate leadership without needing to check back with other teamsmembers.
  
• Be based on-site or available for substantial, recurringon-site presence at the local facility for the duration of the engagement.
  

Requirements

• Bachelor’s degree in Engineering or a related technical field, or equivalent relevant experience.
  
• Proven experience providing PM services for pharmaceutical/biologic manufacturing facilities operating under cGMP.
  
• Direct experience personally leading site master planning engagements at industrial or life sciences campuses.
  
• Direct experience managing cogeneration/CHP or industrial power generation projects, including utility interconnection and permitting.
  
• Demonstrated ability to carry a combined, multi-workstream workload as a single accountable lead (not solely team-based delivery).
  
• Experience working in Puerto Rico (preferred) — familiarity with PREPA interconnection requirements, EQB permitting, and the local labor/construction market.
  
• Relevant certifications (PMP, CCM, or equivalent) for the proposed lead and key personnel.
  
• References from at least 3 comparable projects (pharma/biotech preferred) completed in the last 5 years, ideally referencing the same named lead individual being proposed.
