People, Technology & Processes, LLC is seeking a Program Manager to lead the RTI mission-support team at Fort Belvoir, VA. The role requires full authority over cost, schedule, performance, and quality, with emphasis on transition-in and rapid staffing within 30 days.

Applicants should have a Bachelor's or Master's degree in business or a related field and at least 10 years of experience managing DoW R&D contracts, including CPFF and CDRL deliveries.

Qualifications

• Bachelor's or master's degree in business or related field.
• Minimum 10 years of experience managing DoW research and development contracts.
• Experience managing cost, schedule, and performance on DoW services task orders of comparable size and complexity.
• Experience leading contract transitions and full staffing within compressed 30-day timelines.
• Working knowledge of CPFF completion-type contract management and CDRL delivery.

Responsibilities

• Serve as primary point of contact with authority to act for the Contractor; designate an authorized alternate.
• Direct total management and coordination of the task order, ensuring compliance with performance standards and contract clauses.
• Lead 30-day transition-in, including ramp-up schedule, hiring sequence, and full staffing within 30 days.
• Manage subcontractor integration, surge response, and replacement of departed personnel within 30 days.
• Ensure timely delivery of all CDRLs and related reports, including progress and expenditure reports.
• Report actual vs. projected technical progress, cost, and schedule status to the Government.
