Job summary

ISPA Technology is seeking an experienced Program Manager to lead a large Navy program supporting expeditionary command-and-control systems. You will supervise staffing, technical execution, schedule, cost, quality, risk, and contract compliance, interfacing with Government customers and COR/PCO.

You will guide a diverse team of engineers, cybersecurity, and integration specialists, ensuring on-time delivery and mission readiness across 24/7 operations and fielded systems.

Qualifications

• Bachelor of Science in MIS or related IT field.
• At least 9 years leading expeditionary C5ISRT software programs.
• Experience with portfolio management, software integration, and mission systems.
• Experience with virtualized architectures for shore and expeditionary platforms.
• Experience with Tactical Shore Platform and C4I Arsenal environments.
• Linux+ certification and TS clearance or ability to obtain.

Responsibilities

• Lead multi-disciplinary teams across software, cyber, and fielding activities.
• Serve as primary interface with Government customer and manage program execution.
• Oversee staffing, schedules, risks, deliverables, and financials.
• Ensure compliance with contract requirements and Government property controls.
• Coordinate transition, onboarding, retention, and workforce planning.
• Maintain alignment across software, cyber, cloud, and virtualization efforts.
• Monitor 24/7/365 operational requirements and customer communications.
