Job summary

Northrop Grumman is seeking a Manager Programs 3 to lead the RQ-4 Program Management Team. This role will oversee cost, schedule, performance, and proposals for a diverse portfolio, with locations in Grand Sky, ND, Palmdale, CA, or Rancho Bernardo, CA, and potential hybrid telework.

The position requires a DoD Secret clearance, a STEM background, and strong IPT leadership. Primary salary range is competitive with benefits and potential bonuses; relocation assistance may be available.

Qualifications

• Bachelor’s degree and 10 years of related experience, or a Master’s with 8 years.
• Experience in project management, program management, engineering and engineering leadership, capture efforts, proposals, and/or business management related functions.
• Experience with Earned Value Management.
• Ability to develop and manage schedules related to a major project or program.
• Must be able to obtain and maintain a DoD Secret clearance.
• STEM degree preferred.

Responsibilities

• Ownership of projects and budgets.
• Management of program cost, schedule, performance, quality, and suppliers.
• Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
• Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
• Creation, review and finalization of the program Statement of Work.
• Cultivating customer relationships to develop further opportunities within the customer community.
• Development and adherence to master plans and schedules.
• Conducting risk & opportunity management practices including identification, mitigation and realization.
• Ensuring all contractual technical requirements are met.
• Establishing a program organization that addresses customer requirements and internal/external sub-organizations.
• Leading cross-functional Integrated Program Teams (IPT) to meet objectives.
• Measuring and reporting program performance.
• Delivering presentations to customers and executives.
• Identification, distribution, tracking, and completion of program requirements.
• Establishment and management of the program baselines.
• Development and adherence to budget baselines using EVM or similar methods.
• Allocating and managing program resources, including workforce planning.
• Managing Government/customer supplied property or information.
• Managing suppliers to meet program objectives.
• Adherence to internal processes and standards.
• Ensuring program team understands and adheres to contract scope and manages changes.
