Job summary

Blackwatch International Corporation (Blackwatch) seeks a Manager, Program/Project – High Senior to lead NAVSEA PMS 470 (BBGN) Professional Support Services programs in the DC Metro Area. Active SECRET clearance and extensive senior management experience required.

The role focuses on program leadership, cost and schedule control, and coordination with government stakeholders. This is a full-time position based in the DC area with responsibilities across large, multi-year efforts.

Qualifications

• Bachelor's degree in business or management related.
• PMP certification.
• Active SECRET security clearance.
• Minimum 15 years of relevant experience.
• Supervisory experience; experience communicating with SES/Flag level personnel.

Responsibilities

• Oversee overall planning, direction and success of major programs and multi-year efforts.
• Define program scope, organization, and long-range plans; coordinate resources and milestones.
• Lead technical approaches and negotiate with agency personnel for necessary resources.
• Establish and control milestones, schedules, budgets and costs for programs.
