Job summary

Blackwatch International Corporation is seeking a Manager, Program/Project (MANP3) – High Senior for NAVSEA PMS 470 contract to lead critical programs in the DC metro area. The role requires strategic oversight, seasoned leadership, and active security clearance.

You will coordinate with federal customers, manage resources, schedules, and budgets, and ensure compliance with DoD processes. This is a full-time on-site opportunity with the chance to influence large-scale initiatives.

Qualifications

• Bachelor's degree in business or management related.
• Project Management Professional (PMP) certification.
• Minimum relevant experience: >15 years.
• Active SECRET security clearance.
• Supervisory experience; experience communicating with SES/Flag level personnel.

Responsibilities

• Oversee overall planning, direction and success of major programs, systems development efforts, and research or technology initiatives.
• Lead multi-year programs, organized into sub-programs and tasks.
• Define and direct program definitions, organization and long-range plans.
• Formulate and guide technical approaches; negotiate resources with agency personnel.
• Establish and control milestones, schedules, budgets and costs.
