Job summary

ECU Communications in Washington, DC, seeks a Senior Program Manager to lead large-scale federal marketing and communications programs. You will serve as the primary management authority for contracts, oversee teams and subcontractors, coordinate with Government stakeholders, and ensure deliverables meet schedule and budget.

Candidates must be a U.S. citizen, able to pass a background check for security clearance, and available to work on-site in Washington, DC.

Qualifications

• Bachelor’s degree in communications, marketing, advertising, public relations, business administration, project management, or related discipline.
• 5+ years of relevant professional experience, including significant responsibility for managing communications and marketing programs.
• Demonstrated experience supporting federal government contracts or programs.
• Excellent written and verbal communication skills.
• Demonstrated ability to communicate with senior Government officials, technical specialists, vendors, and leadership.
• Advanced proficiency with Microsoft Office and project management/collaboration tools.
• Prior experience with a large federal agency is an asset.
• Experience managing national or international campaigns is preferred.

Responsibilities

• Serve as the primary Program Manager responsible for contract performance, quality, schedule, budget, staffing, risk, and delivery.
• Translate Government requirements into executable project plans, schedules, staffing, milestones, and deliverables.
• Manage multiple projects from initiation through Government review, approval, implementation, and closeout.
• Maintain integrated master schedules and status reports.
• Monitor budgets, labor utilization, subcontractor performance, deadlines, and dependencies.
• Develop corrective actions for schedule, budget, or performance issues.
• Lead multidisciplinary teams supporting integrated marketing communications campaigns.
• Ensure communications activities are integrated across marketing channels.
• Coordinate development and production of assets; manage subcontractors against schedules and priorities.
• Prepare executive updates, performance reports, and stakeholder presentations.
