Job summary

ECU Communications, LLC is seeking an experienced Senior Program Manager to lead large-scale federal marketing and communications initiatives in Washington, DC. The role demands oversight of contract execution, teams, and subcontractors to deliver high-quality results on schedule and within budget.

The ideal candidate has 5+ years of relevant federal program experience, excellent communication skills, and the ability to coordinate with government stakeholders and senior officials.

Qualifications

  • Bachelor's degree in communications, marketing, advertising, public relations, business administration, project management, or a related discipline.
  • 5+ years of relevant professional experience, including significant responsibility for managing communications and marketing programs.
  • Experience supporting federal government contracts or programs.
  • Excellent written and verbal communication skills.
  • Ability to communicate effectively with senior Government officials, technical specialists, vendors, and executive leadership.
  • Proficiency with Microsoft Office and project management collaboration tools.

Responsibilities

  • Serve as the primary Program Manager responsible for overall contract performance, quality, schedule, budget, staffing, risk management, and delivery.
  • Translate Government requirements into executable project plans, schedules, staffing, milestones, and deliverables.
  • Manage multiple simultaneous projects and service requests from initiation through Government review, approval, implementation, and closeout.
  • Maintain integrated master schedules, work plans, and project status reports.
  • Monitor scope, labor utilization, budgets, subcontractor performance, deadlines, dependencies, and potential risks.
  • Identify issues early and develop corrective actions and mitigation strategies.
  • Conduct regular project status meetings and provide concise reporting to leadership and Government stakeholders.
  • Lead multidisciplinary teams supporting integrated marketing communications campaigns and outreach initiatives.
  • Ensure communications activities are integrated across marketing channels.
  • Coordinate development and production of assets.
  • Manage subcontractors to operate against a common schedule and established Government priorities.
  • Manage internal reviews before materials are submitted for Government approval.
  • Ensure deliverables comply with applicable federal requirements, branding standards, accessibility requirements, Section 508 requirements, and contract requirements.
  • Work with analytics and media teams to establish measurable KPIs and performance reporting.
  • Monitor campaign and communications performance against established objectives.
  • Prepare executive-level program updates, performance reports, and presentations.

Program Manager, Federal Marketing & Communications

We are currently seeking an experienced Senior Program Manager (PM) with a minimum 5+ years’ relevant professional experience to lead large-scale federal marketing communications. In this role, you will serve as the primary management authority for contract execution and will oversee all aspects of program delivery, lead teams, manage subcontractors, coordinate with Government stakeholders, and ensure high-quality deliverables are completed on schedule and within budget.

To be considered you must be a U.S. citizen, able to pass a background check for security clearance, and available to work on-site in Washington, DC.

  • Prior experience supporting a large federal agency an asset.
  • Experience managing national or international public information, public education, recruitment, or behavior-change campaigns preferred.
  • Experience with travel and tourism a plus.
  • Experience overseeing significant paid media programs and coordinating media planning/buying teams preferred.
  • Familiarity with federal Section 508 accessibility requirements a plus.
  • PMP certification or equivalent formal project management training is preferred.
