Job summary

Invictus is seeking an experienced Program Manager to lead a large enterprise cybersecurity services program for the National Reconnaissance Office (NRO). The PM will oversee all contract activities, budget, schedule, and performance, coordinating across multiple sites CONUS/OCONUS.

The role requires a PMP, TS/SCI with CI poly, and 5+ years of program management in IT services, with DoD 8140 work roles. You will manage risks, vendors, and ensure 24x7 operations as needed.

Qualifications

• PMP certification required.
• Bachelor's degree in CS/Cybersecurity/IT or related STEM and security certifications.
• 5+ years of program management experience in IT services.
• Active TS/SCI with CI polygraph.

Responsibilities

• Serve as the single point of accountability for cost, schedule, performance and customer satisfaction, interfacing with Contracting Officer and COTR.
• Develop and maintain the Program Management Plan, including place-of-performance and COOP planning.
• Lead monthly Program Management Reviews; report risks with mitigation plans.
• Integrate and lead subcontractors and vendors as one team, flow-down of contract requirements.
• Operate within a multi-provider IT service ecosystem under a shared-accountability award-fee model; define SLAs/OLAs.
• Represent the program in governance forums and ensure actions are completed on time.
• Drive continual process improvement: analyze metrics, root cause analysis, and present improvements.
• Hire, train and retain cleared staff; maintain a DoD 8140-aligned skills matrix.
• Oversee program security, intelligence oversight compliance, privileged user program and property management.
• Oversee transition with Transition Manager partners.
• Ensure 24x7 emergency support with on-site staffing within two hours when directed.
